Illinois' law is a tad confusing. That link does fairly good job of putting the official numbers out there. But there is ALOT of confusion amoung the folks who actually enforce the law.
But what has been my experience and what a DOT officer told me, is that more often than not it turns out to be an "attitude" situation. You start getting one with the officer and all sorts of 'offical' violations start getting you tickets.
I live in a REALLY small town. I had an officer stop me once to tell me he liked my home-made tube doors and ask if I could make a set for his son's Jeep.
But there is a fellow Jeeper close-by who has recieved two tickets for illegal bumper height(he doesn't have one) But he has an attitude problem with most of the rest of the world, so I can only imagine his behavior when stopped by a cop.....

That is generally how things are around here...If you are cool with the cops they are generally fair to you and will let things slide more often then not..

Yeah a nice turbo diesel...Although I wouldn't ever drive it at $4.60 a gal for gas and he gets around 7 mpg...he has a big secondary fuel cell in the back that holds like 40 gals of fuel...I think he said he holds around 70 gals of gas total..It's a hell of a mid machine and river crawler but that's about it..He's gonna go with us on our next river run..
