Need Help for Ideas mounting a winch
I have a 99 jeep cherokee. i have a push bar on the front with stock bumper. i was wondering the best idea of mounting a winch to the push bar. the push bar is bolted to stock bumper and also welded to the unibody. need help for ideas

I wouldn't mount a winch and pull with anything that is "welded" to the front of an XJ. The unibody metal is already just one step above soda can tin. I'm sure any welding done to it would just weaken it a lot. You really need a bumper that is thought out by a 50 pound head engineer type and bolted to the frame rails in like 4-5 spots back along each framerail.

Sure the push bar might be mounted stronger enough, but is it going to hold the winch? Does it have a big enough mounting surface to hold it? Have to see the pics before I can criticize / comment on it.

I think its stong enough to hold it but i might have to make like a plate so the winch mounts to the plate then the plate mounts to the pushbar

If the push bar is welded to the stock bumper brackets off the frame please don't use just that.
You need to extend the frame mounting points a few inches back and at least use 2 more bolts per side. 1/4" steel plate. It wouldn't be hard for a fab shop to slap a couple prices of 4"X12"x1/4" off the push bar to go down the frame rails and a few gussets. They could make the winch plate too pretty easily. Ad tie it all in.
Unless you decide to scrap the whole stock bumper and do it better and make your own with winch mount.

That's nonwhere near strong enough to support the winch and pull with it too.
I'd just start over if I were u. Maybe instead of a Warn you could get a Smittybilt and a Rigidco, JCR, or a Logans fab winch bumper.
I had a Warn Trans4mer winch plate/push bar that looked like that. It mounted kinda like that but with 5 bolts on each side with 1/4" plate. I trusted it with tow hooks but not at all with a winch.
