yea don't go above 3-4" without tires at least 33's or bigger. you won't have to regear or anything. from what i can tell you're mainly sticking to mud right? get tires that are designed for stuff like that. don't go with at's because they don't clean out that well. i used to run them and it was like having slicks after a while. go with something like bfg mt's or toyo open country. another question is if this is your daily driver?? that'll also affect what you plan to do to your jeep. you don't need to make any engine mods, but one thing i would strongly recommend would be to do something with your airbox because it tends to suck up a lot of water and mud. since you have a 2000 you shouldn't have as much of a problem as us with older xj's have when mudding. whenever i hit a puddle and/or pit water tends to splash on my distributor and my engine sounds like **** until i clean it off. otherwise have fun and good luck with all your mods.
some black silicone along the bottom of the distributer cap (before you install it) and also on the hole on top will prevent that "sounds like shi$" issue. I sealed up my distributer cap on my TJ with black silicone and also ran a snorkel and i could have water over the hood and drive out with no problems. I did have wet distributers in the past so that's why i sealed it up.

hey boss, i'm new here too, and i noticed something you said in this thread that i might be experiencing...when i smash through any kind of puddle a foot deep or more it seems like my engine boggs down a bit. would that possibly be from water getting on/in my distrib - 96 xj country with auto. it seems to clear up after a while (meaning once i'm back on pavement) is there anything that can be done to prevent this inconvenience???

if you dont regear with bigger tires, 1 your speedometer would be off so you would be speeding all the time, and 2 you would be getting worse mpg, using alot to get you going. If your going with a 3 inch lift get some BFG km2s.. i love mine.......... LOVE THEM.. if money isnt an issue then you are lucky. Go to quadratec.com and order a catalog and they have all kinds of cool stuff id like to do to mine, so im sure you would love to do it to yours.. Have fun!
