New engine running hot and E-fan extremely loud

Default New engine running hot and E-fan extremely loud

Just finished installing my new engine and fixed a couple minor issues but the biggest one is that my engine is running over 210 on the gauge, almost over 215. The electric fan turns on after she warms up and will be extremely loud almost like its going to explode. I have plans to replace the electric fan but honestly my old engine was running at 195 and the electric fan never turned on once. All of my cooling components are the same from my old jeep besides the thermostat which is the exact same model as my old engines. My clutch fan does not freely spin if I try to move it. Im honestly lost as to why my brand new engine is running hotter than my old engine with clogged ports on it. I also rented a coolant funnel and burped the system for about 20-30 minutes. It stays hot with the heater on, ac turned on (even though my ac does not work at all) or with it all off, and while I'm driving around. Honestly while driving around is when it got over 215 and the electric fan would NOT turn off even I pulled over for a couple minutes but it did turn off when I started driving and the temp went below 215 again. Again though no cooling components changed besides thermostat from my old engine. Any ideas where to start?

It is my understanding that a new engine will run hot until everything is broken in. Which makes sense due to the extra friction. 215 isn't yet overheating, 230+ is where I would start to really worry. The fan should kick on around 218-222 and turn off once the engine gets back to 210 (normal operating temp)
I'm not sure what brands are good for replacement fans, I'm sure someone else can chime in on that though.

Remove and check the thermostat.

Loud fan might be that it's not securely mounted.

Yeah^^, and maybe just put the old stat in just as a test.
