Default new head, now valves dont close all the way

After 2 junk heads my customer bought a new head, says made in Mexico... but when i went to torque the rockers I noticed every valve starting to open, some more than others cuz of the cam, but the valves are not closing all the way, so im not getting any compression, if I loosen them n finger tight them I can get compression, am I allowed to shim the rocker? Is it because the head is decked?? Any help would be sweet. And the head was bought from Murray's, not sure if they will be much help but ill call em

There is normally enough leeway in the hydraulic lifters to handle moderate deck cutting. That does not that with enough tolerance it wont sneak up and bite you in the rear. Start measuring, if its out significantly, you will be able to measure it.
