Default New lifters bleed or not (issue)

Full rebuild on 87 4.0. New lifters were submerged in oil for an hour, before I read a post warning about bleeding lifters before installation. The idea is they aren't supposed to be full of oil as you can get too much valve lift on start up. So... my lifters even tho they were only submerged for an hour or so and then turned upside down to drain since last night, they are still hard as a rock and not exactly sure what that means. If I install as is, should I expect a problem? If so how to get some of the oil out of them? Thanks
