In case you don't have one already, I suggest you download a (factory) service manual for your '99 XJ from Pacific Coast Manuals. It's a pdf file, cost $7.95.

You'll be removing the instrument cluster so you'll need the instructions in this manual. Wiring diagrams as well.
You'll need a digital volt/ohmmeter.
See if the instrument cluster is getting 12 volts and has good grounds.
Remove the battery negative post connector for removal of the instrument cluster and the resistance readings then reconnect it for the voltage readings.
You'll be taking readings from the instrument cluster connectors C1 and C2 on the dash structure (see pic).

Resistance (Continuity) readings for ground G108 (see pin outs).
Use the gas pedal mount bracket stud/nuts for the multimeter ground probe. See pic.
C1 and C2:

Set your Ohmmeter to 200 Ohm Scale.
At connector C1, probe pin cav 6. You should see continuity
At connector C2, probe pin cav 9. You should see continuity
Reconnect the battery.
Turn ignition switch to ON/RUN.
At connector C1, probe pin cavs 8 and 9. You should see battery voltage at each pin cav.
