Find the wire on the ignition that is for ACC and give it a probe first.... Follow it from the ignition to wherever it ends and probe end to end. If you get OL, it's broken somewhere. If a number shows up then it's probably good. After that one then touch the end of the wire and then touch the ground on the Jeep and if you get a number then that could be your problem. If you get OL then that's good. Your acc wire isn't touching ground.

I’m assuming the black and white wire was a ground wire.

There are two things you should do. First, verify your starter works. Pull the terminal marked S (for starter) out a little and take a screwdriver and touch the metal of it and the large battery terminal at the same time. The second comes after you do that

starter works.
when I do that it just cranks but doesn’t turn over.

Then the bendix gear in not engaging. You will need a new starter. Has this been the issue all along?

Then the next thing you have to do is check your fusible links. They act like fuses and may not show any signs of failure. There will be a fat rubber connector on them and you need to stick a straight pin in them that pierces the insulation and touches the metal wire. Use your volt meter to verify voltage beyond those connectors

found the culprit
I found a hot wire that was exposed on one of the ring wires that attaches to the starter relay. Found the other part and connected them and all my accessories like windshield wipers went on. It started smoking so I disconnected the battery right away.
anyone know where to find these things at? I want to replace as much as the wire as I can including the fusible link just in case.

Instead of fusible links, which are a bane to Jeeps, replace them with circuit breakers. I did on mine. I ended up with a bank of 20 and 30 amp little boxes that set themselves again. They act like the ones on your house except they reset themselves. Not expensive and ends the headaches

This is what I did. This is a larger later V6 than you have, but this is attached to the manifold directly behind the alternator. The yellow caps are twist on wire connectors to limit arcing if any metal falls there
