No Electric Power inside Cab?

No Electric Power inside Cab?
With the key in the "off position," there is not electric power inside the cabin. No door open light, no dome light, no radio preset memory, etc.
When I turn the ignition key to on position everything comes back on.
Fuses look ok. I'm wondering if there is a relay or some other component that burned out?
Everything seems fine when the engine is on.
Any ideas?

The issue could be within the ignition switch. Check to see if there is any power when the ignition switch is on the accessories position.

I misunderstood. It is only when the key is in the off position when there is not any power?

With a better understanding of the issue, this sounds like it has a high likelihood to possibly be fuse related. If you have not tested them yet with a test light or a multimeter? It would be my first recommendation to test all of the fuses.
I read a report of two other XJ owners with the same issue, and for both of them it was one of the fuses is what they said. The #7 fuse was mentioned, but it is possible it could be one of many different fuses. For one guy it was the fuse was blown. For the other guy, he said he removed and then reinstalling the air conditioning fuse, and only doing this was what fixed the same issue as yours. I am not sure how the air conditioning fuse was related? He may have pulled and reinstalled other fuses or something during the diagnostics though, and may only have thought it was the air conditioning fuse was the reason?
I would start at the fuses to pull them all cleaning their contacts, and to fully test them all.
