if both hoses are hot I would believe the problem to be in the controls. Possibly the blend door motor not switching properly. If you can locate it and take it off then try moving the door manually to see if you get good heat.
Going back to the heater hoses, if the inlet is hot and the path of the fluid is through the heater core and the outlet is hot then the air temp should be hot as well as long as the blend door is working properly. And to be sure, is the temperature of the vehicle running in the normal range? Around 200 to 210 degrees.
