No high idle at cold start.. rough idle

No high idle at cold start.. rough idle
Hello,
I searched and searched for someone with similar issues but was not succesful so I'll go ahead and ask the question hoping someone can help me.
My Xj will not high idle at cold starts, it starts right away on first try but it idles as if it was warmed up, 600-700 rpms right at cold start.
The outcome of the problem is that because its not high idling as soon as I shift or turn the AC it starts to sputter and run rough untill it warms up.
In my old beetle this would be caused by the automatic choke on the carburator... on the XJ I'm not sure where to look.
Any help greately appreciated

To reset the computer:
1. Disconnect the battery by removing the positive battery cable. Remember, the positive battery cable.
2. Ground the positive cable to the negative cable for 30 seconds to erase the electric charge in the capacitors.
3. Reconnect the positive cable to the battery.
4. Turn the key to on but do not start.
5. Turn the headlights on.
6. Turn the headlights off.
7. Turn the key off.
