Do you mean that the high beams work when the hazard flasher is on? If so I would think its the multi function switch. There are three switches in it but the are all in one unit. Last one I had to bad signals still worked and so did flashers. in that case I had no low beams unless I wiggled the lever around and found the right spot. Sometimes I would have no lights until I wiggled the lever. Lol. Sounds like when you slide the flasher switch over to activate them it somehow makes the high beam switch work because of the position it's in.
I've been mulling over your analysis of this situation and it makes a lot of sense. In other words, the answer to my problem has been staring me in the face all this time???? To summarize: If the hi-beams work when the flashers are activated, this would mean that the wiring from the dimmer switch is OK since there is only one wire going from the dimmer switch to the high beams. This makes perfect sense, so therefore the dimmer switch itself must be defective.
Do you think this is proof positive enough to go ahead and replace the dimmer switch or is there a way to prove it is bad before replacing it.

I would think that if the high beams work when any change is made with said switch then there likely isn't a problem with the wiring or connector and would heavily lean towards the switch being defective. It's a quick process to change one. They arent the cheapest but if you can pull one from a scrapyard or find a used one they would be cheap.

I have seen a few listings for just the individual switches on some of the mopar parts websites. Not sure how difficult it would be to disassemble. This is the complete multifunction switch.

Thanks for posting a photo of the multi-function switch. I just ordered one that I found on eBay. It will take a week to get here. I'm hoping this will take care of my hi-beam dilemma.

I'm wondering if you got a Putco harness and put it in if it would bypass the problem. I'm not positive it would fix it, but it might be worth a shot.

also just thinking out loud--how the switch works, and what it does when it works. The diagram I drew was from the chiltons manual. Looks simple, but it also looks like if the high beam dash indicator is lit, then the high beams should be on, and the low beams should be off. So if you have no high beams then you should have no low beams on, so you are dark.....this is what I get from looking at the chiltons diagram, not sure if I am right.

Thanks to you all......
Mikesignal - That diagram is too small to read and I think Jeep changed the wiring beginning with the 98 model. If I could only figure out the wire color code of the wires going in and out of that confound connector under the air filter box, I think I could fix this blasted thing. I have half a mind to cut all the bloody wires and splice them back together while I throw that connector as far as I can.
Weynerd - Yes they still work with the flasher.
I sure as heck am missing something here but my old brain is not letting me see it.

If I go back to the Hi-beam fuse and check for voltage, do you think this would give me a clue? I am not very good at interpreting wiring diagrams so I will need help with this idea. in other words, if I find there isn't any voltage at the fuse, what is this telling me? Conversely, if there is 12 volts at the fuse what is this telling me? (Any good electrical people out there).

the voltage is going through the fuse--so if the fuse is bad, or open, the voltage cannot continue through it to it's intended destination.....have you checked the fuse with a meter? sometimes they look good but test bad

when you hit the high beam switch, does the dash indicator light come on? are the low beams still on? or are the headlights dark?....also have you checked voltage at the headlights with low beams and high beams?
