Check the CPS - " the dreaded" Crank Position sensor. Don't know the readings for it off hand, but there in the forum somewhere. It's mounted on the top of the bell housing of the tranny, plug is on driver side of engine on top- backside of intake just by the firewall.
Tried to put link to video for testing below.

The fuel pressure spec for the 2001 4.0 liter engine is 49 psi, plus or minus 5 psi. You might want to verify that fuel pressure with a different gauge but if it truly is 40 psi, that could very well be your problem.

the pressure may have been 45. yes, I am thinking about the crank sensor, it looks like it is a different part # than my wife's 04 grand Cherokee with the 4.0. It looks like the one for my 2001 does not need to be adjusted. it is very cold here I will try to check it out later in the week . I don't want to throw a lot of parts at the jeep just the ones it needs. thanks Dave

it finally got warm enough to look at the jeep, I put on the fuel gauge on the rail, it read 45, my next stop was the fuse box under the hood, I found a bad 15amp fuse for the pcm.I replaced it and it started right up, I want to find some spares before I go too far on a road test. first 3 auto parts places I went to had no 15 amp mini fuses.
