It doesn't necessary pressurize in the first couple of seconds it runs before turning off. There is no "shutoff" when it gets to pressure. It's just guessing your check valve in the pump is good and a couple seconds will do. Patently, on and off, a number of times, a few seconds apart should pressure up the rail. Called, 'the poor man's prime".

When my Camshaft Positioning Sensor went out my spark plugs weren't soaking wet when I pulled them.
Have you checked that you're getting spark. If there's no spark. Check the Crankshaft Positioning sensor that's connected to the transmission bellhousing(it helps to have like 2-3 feet of extensions on your ratchet. Then go for the ignition coil, then the camshaft positioning sensor in the distributor. Assuming you aren't 2000-2001.

Update - I had the fuel pump replaced with a Bosch module. All is well now but my wallet is a LOT lighter now. All in all, money well spent considering the sub zero temps here....

Hey,
an fyi....
Two years ago, Feburary, Upstate NY, (lake placid), MINUS 35 F.
no start. hammered starter with three pound sledge while brother cranked it, started right up.
precaution: I had put the the water-wetter fuel additive in when I got there cuz i knew it was gonna be friggin freezin in a couple days, so that saved my fuel pump and filter and IAC from freezin up!!!
(thank god for new battery and JEEP OUT of the wind).
block heater is good good investment!!!
