No tailights or dash lights. HELP.

No tailights or dash lights. HELP.
Ok, so this has been going on for some time. Everytime I turn the dash lights on the #15 Fuse blows. Sometimes it blows immediately, sometimes it happens randomly. As of right now, it keeps blowing immediately.
I'll also note, that when I use the lighter, as if to charge my cell phone....It blows the headlights and radio fuse (don't remember which number).
I've replaced the dimmer switch and the multifunction switch, looked for shorts, couldn't find any.
I'll note that the new dimmer switch didn't have a place for the ground so I made my own? not sure if that's a factor.
Can anyone give me ANY insight. I'm good at wrenchin, but my electrical knowledge honestly lacks a bit. Can someone point me in the right direction so I can ATLEAST work on diagnosing the problem.

What year ? If you remove tail light bulbs does it still blow front running lights are also on this fuse. Id replace cig lighter socket they do go bad.

Its a 95 2 door sport. I haven't tried removing the bulbs but the headlights don't go out when this fuse blows, they're connected to a different fuse. I replaced all fuses with the proper amps. When I got the jeep it was missing some and the ones that were there were all wrong in amperage. I used the diagram in the owners manual to replace them all.

in my 95 sport I had a similar problem that I fixed by replacing the cig lighter with another from the yard.
Check for water in your dash too - a leak from the windshield could do this to a relay or a wire, etc.
