keep in mind that the rocker is part of the strength of the uniframe xj. Patch panels can be made from steel panels for an outer patch.
keep in mind, and this is important if your rockers are badly rusted, that a riveted patch panel will not restore the strength.
Perhaps you will post photos of the rust damage?

for a patch on the outer panel, you can buy the above outer panel, trim it to your needs for coverage, then rivet , glue, screw, weld as you wish. Id cut out badly rusted metal, as it may serve as a moisture trap. you will want good paint coatings on both sides to prevent further rust, and perhaps ample application of one of the waxy or wool derived rust preventative products such as Fluidfilm to be sprayed between and inside the panels and rocker cavity, this done after painting

Check out classic 2 current. The slip on they sell needs trimming to fit but doesnt take long with a cutoff wheel. If its not a resto mod and the Jeep isnt worth anything Id say go for it. A glued on rocker slip will still provide more body rigidity than no panel at all.

I know adhesives have improved and are popular and it may be the way body shops put patch panels on now. I don't know for sure. In the past it was fairly common for them to use welders like a Porta-Spot to quickly install patch panels. I picked up a used one about 30 years ago and they're great. I've used it for a lot of fabrication projects but never for its intended use.
