Default Noise at lower speeds

Hey guys,

Running a stock 90 XJ at the moment and recently began hearing what I could describe as a 'whomping' noise from the front drivers side. It is only at low speeds and is not always there.

Any help or input would be highly appreciated! I wanna get this fixed asap

Nobody has any suggestions? This issue is really bothering me and I have no idea what it is!

Idk man loose plastic something maybe. Nothing looks like its rubbing? Shiny spots etc. I had the plastic piece that runs under the bumper, one end come free and I guess it kind of "whumped"
