I have found this to be the best way to get it to release...
Drive to your local freeway.. get to the on ramp. . floor it. get up to about 65 mph. (might be a little higher rpms than normal) then throw it in park. as you put it in park try moving the 4wd lever to 2 wd. this should free it up. if not try checking your tire pressure.

my girlfriends jeep tj was stuck in 4 lo and it ended up being the "mode" fork had melted due to lack of lubrication( dont trust dealers that say it was fully serviced)...it was in 4 lo no matter what range it was in

Or your headlight fluid is low.....

Its your brake lines you dont have the right ones you need cross drilled brake lines so when you hit the brake pedal it lubricates every thing nicely

Seriously...try this...park on level spot...put transmission in neutral...turn off engine...use a little force and throw t-case lever into 2WD...start engine and see if that works...if not, check linkages as others have said. If you don't use 4LO often or if you have a t-case drop (and haven't modified linkages) this will sometimes happen...especially if you are not on level ground.
