OMG! Everything Works!
I bought an '89 XJ about a month ago and have been going through fixing everything that is either broken or doesn't work, which, honestly, hasn't been much. I decided to tackle my wobbly tilt/steering column mechanism today (and stupid me, didn't check for a write-up on CF before I started with my highly uninformative Chiltons). When I got to the multi-switch I saw that there was a spring stuck in the grease, clearly not where it was supposed to be. There was an identical one that appeared to be in the correct place so I found a spot where the other one fit and put it in. After tightening the column/tilt and putting everything back together I discovered that my right blinker now cancels! Of course I'm used to manually canceling it so by instinct, I'm going to continue doing that and instead of canceling I'll be turning on my left indicator which will annoy my fellow motorists just as much as it did when I forgot to cancel the right blinker.
Never-the-less, with this miraculous event I realized that at this very moment, every single thing on my Jeep works! Admittedly, some of it is intermittent like reverse lights (I'll tackle the NSS after I recover from the steering column), emergency flashers and dome light activation from passenger side. I'm sure that by morning something else will have broken or fallen off and need repair, mostly just to get back at me for gloating but I don't care, this is momentous.

Sorry, this is the tech forum and I meant to post a picture of the spring. Maybe if other's are having the same non-canceling blinker problem it's just their spring, too.

I'm sure this isn't the only cause of a non-canceling blinker so be prepared for little bits of broken plastic in there but maybe, just maybe... Hope it's as simple for you as it was for me.

Pretty cool. I bought an '87 this summer in great shape & I'm surprised how well it has weathered the years. Do a search on here about the negative ground system on these Renix era ('87-'90) jeeps. With a little time & minimal expense you can prevent a lot of problems these jeeps tend towards by shoring up the negative grounds. It worked for me! Cruiser54 has some writeups on here that walk you through it all.
