I don't have my overflow bottle connected and I don't over heat and it was 103 in Phoenix today

Yeah I'm in Phoenix as well. I'm not sure whats my issues.

Sounds like your electric fans not kicking on. Mine heats up if it idles to long at the lights. Should kick on at 210deg.

I know you just replaced the cap but i suggest you get another one....could be a faulty one you got.
Did you burp the cooling system.

Fan relay is alone there inside the left fender. It should come on at 217* or so, or when on defrost, and also on AC...but only if the AC works I think.

There is a two wire plug for the fan temp sensor there by the air cleaner. You can jump the two Jeep side for a sec and see if the fan comes on. Edit: I mean connect..

I just read through the post and it seems you need to check a few basics, i know my 1999s so if none of this applies disregard...

Confirm the electric fan is working. Let the jeep idle with the hood up and watch/listen for the fan. If it overheats without the fan kicking on then it's time to check the fan, A/C, relay, and a few other things.

Also check for circulation, when the jeep is warm feel both rubber tubes going through the engine block, they should both be hot. If not you're not circulating, possibly due to a bad thermostat, water pump, or clog.

See how that goes.
