There is a two wire plug for the fan temp sensor there by the air cleaner. You can jump the two Jeep side for a sec and see if the fan comes on. Edit: I mean connect..

I just read through the post and it seems you need to check a few basics, i know my 1999s so if none of this applies disregard...
Confirm the electric fan is working. Let the jeep idle with the hood up and watch/listen for the fan. If it overheats without the fan kicking on then it's time to check the fan, A/C, relay, and a few other things.
Also check for circulation, when the jeep is warm feel both rubber tubes going through the engine block, they should both be hot. If not you're not circulating, possibly due to a bad thermostat, water pump, or clog.
See how that goes.
