Is it your TCC locking and unlocking (about a 300 RPM difference), or actual Overdrive (4th gear) shifting in and out?

The TV cable- how did you adjust it? If it's 4th gear that isn't holding, it might be helpful to deliberately misadjust it just a bit on the short side if your trans is tired and line pressure is on the low side. Hold the adjuster button in and push the cable back into the housing about 1/8" to 1/4", see if that fixes things.

Went and got it nice and warm it engaged 4th but just barely then it slowly engages more so till finally hits over drive then goes back to being barely in 4th. But if I hit the gas say inbetween 1/4&1/2 it engages 4th almost all the way then jumps into over drive and holds if I push it past 1/2 throttle but as soon as I let off the gas to maintain speed it goes back to barely being in 4th

What do you mean by 'barely' being in 4th? I suspect it's the TCC lockup you are having an issue with where the torque converter partially locks? It's solenoid operated and they do get sensitive to heat. Might check the solenoid resistance when it's good and warm, should be 11-15 ohms or so. And double-check the TPS when it's good and hot under the hood, it has direct effect on the TCC locking and unlocking. Perhaps just replace it- they're cheap.

Like when it just starts to engage as the shift from 3rd to 4th happens

Oh ok well I have tried lifting th break pedal with my foot and doesnt seem to make a difference
