Default pedal to the floor

just for the record i dont know much about terms for vehicles are call. i have a 1998 jeep xj with 235k miles on it. so my jeep idles high at like 2000 in neutural which is high for my jeep. then i put it into gear and it will idle low just under a 1000, some times it will stall out when im driving it and come to a stop light unless i keep giving it a little throttle. but today i realised that when im driving it and i floor it, pedal to the floor. it doesnt go over 3000 and doesnt kick you back into your seat. i dont know what thats called but instead it just acts as if im normally driving. now its hard to pass people on the road when this doesnt work and i have no idea what the problem is thank you guys very much for helping me out.

Do a search for Idle air control valve or IACV. Find it, clean it. In the meantime check for any loose or disconnected vacuum lines under the hood.
