I pulled up the wiring diagram. The computer controls the positive to the O2 heater relay. So I'm not sure if the REM is telling you what the computer is commanding or sensing the output of the O2 relay which is also present in the second yellow diagnostic connector (pin D2-9). If you see voltage at the O2 connector with it disconnected and it immediately goes away when you connect it, I would suspect a bad relay or high resistance in the wiring somewhere.
wo.. just had a bad thought.. do I have a broken wire.. ?? DID i "bend it" to create a connection and if its straight.. does it not connect.. soo ..

I thought I had posted it but I guess I didn't ..
I PASSED SMOG.. WAHOOOOOO!!!!!!!!!!!!
So what was the fix?
1) apparently the o2 sensor had failed.
2) I did retighten my manifold
3) I did put on a JY IAC
4) I did replace my coil and "coil seat" with a JY part
5) I did change the Oil.( LOL.. I don't believe this made a difference)
6) I did replace the power steering pump (NO MORE FRIGGIN PW Steering leak)
7) I did Clean and reset my ECU connections. what a pain to take that thing out and put it back in..
8) I did update my R.E.M. II software to 9.2 (thanks NickInTime)
The only time things started working .. was when I changed to the JY o2 sensor.
While at the JY I picked up the following .. thinking I may need them.
1) 89 ECU
89 TCU
2) 2 EGR
3) 2 IAC (used 1)
4) Wiring harness from the end of the fuel rail to the bottom of the engine
5) CPS harness (may go back and get the CPS)
6) Knock Sensor
If anyone needs one of these. they can be had for my cost plus frt.

Congratulations on success
Its a pretty sad state of affairs when we have to rely on OEM junkyard sensors to be a benchmark for our Jeeps, but as I mentioned , thats what I do
I have a complete XJ that is only 59 VIN off my DD, I keep it fully operational, and have a complete set of junkyard sensors and computers under my passenger seat as well
did buy a new O2 sensor a while back, and it failed within 3 months

Can anyone tell me. Is the metal o2 sensor in my photo wrong? The pic on the order page shows the ceramic sensor but I was shipped the metal sensor.
btw... This is what success really looks like....
This photo was taken about 10 miles off the road. You can not tell it from the photo but it is about 75 to 100 ft above the current water line at Lake Meade on the NV side.
