it's fantastic and unbeatable IMO if applied correctly.
Been using it religiously on my buddy's '69 mustang resto and no issues whatsoever

You guys who are CLAIMING that ALL rust must be removed seem to be confused.
Do you even know what the POR stands for in the name?

Having said that it is recommended that ALL ruse SCALE be removed .... scotch brite the surface and coat away.
DO NOT put a primer UNDER POR-15.
POR-15 *IS* the primer.
EPOXY PRIMER????
This would be the best way to go if you have a TRUE Epoxy Primer.
Real Epoxy Primer does not come in a spray can.
It is a " two part " liquid paint, just like epoxy glue that you mix before you spray it.
What's the difference?
We painted two pieces of steel with Spray Can Epoxy Primer and Two Part Epoxy Primer. We let the pieces cure at a controlled temperature as per directions, after that we sat them outside for 30 days.
After the 30 days we brought them inside and soaked them in Acetone for 30 minutes.
Spray Can 'Epoxy' - came off in the acetone soak.
Two Part Epoxy - remained intact.
I wish I knew where to buy the two part epoxy primer that we have been using. I got it through a previous employer and am just about out of what I had left.
When that runs out I will be using POR-15
I saw POR-15 used on a Powerblock TV show.
They sctotch brite wiped the rusted bed of a pickup truck. Wiped it clean with a solvent cleaner than applied the POR-15 right over the lightly rusted metal.
They DID NOT apply the POR-15 over CLEAN METAL --- where they had CLEAN METAL they used a conventional primer.
