Not the cheap particle mask.

This stuff is terrible to breathe in.
WHAT HE SAYS ON THIS!!!

I just used POR15 on my floorboards a couple weeks ago. I also used the Marine clean, and the Metal Prep. Those are OK products especially the Marine Clean, but I would not waste your money on the Metal Prep. I did not like how it worked. Personally if I ever have to do it again, I will use the Marine Clean (cause I have 3/4 of a gallon left) or ZEP purple cleaner works just as well. I used the ZEP purple cleaner on one of my Wagoneers, and I love that stuff. But you do need to wear those orange gloves, and a respirator even cleaning the metal with that.
The next thing you will need to address is there any rot all the way through the floor boards?
If so, even if you POR15 the interior, the rust wont stop, and will continue to eat through your metal. You might need to scrape the bottom of the jeep to see how bad the floor boards are?
We ended up replacing some sheet metal on the passenger side, as well as using the POR15. I only used the POR15 as a precaution on the unpatched area, that I wire wheeled/ used a flap disk, then cleaned.

But PLEASE use a respirator like shown in that picture. It is the same if you are shooting any paint as well.

The whole gas tank heat shield was rusty like the parts that you can still see. I just could not get to those small sections with it hanging on the Jeep. This is what cinched using POR 15 on rusty metal for me. Have done a bunch of cleaner metal last year. Gas tank, front, and TC skids. Front and rear tow hooks and hardware, the metal supports that are under factory running boards, etc. At the moment it appears to be holding up well. Like I said wire wheeled it and went nuts with the Metal Prep (after cleaning with Purple Power). Time will tell.
