Possible Head Leak

Possible Head Leak
I've noticed I have coolant dripping from my transmission and it looks like it drips down from the head I'm guessing. Is this a head leak?
It overheats when idling and up steep inclines. It doesn't happen too quickly and cools down within a minute once it gets back up to speed. I usually have to fill the reservoir once a week and the radiator is pretty rusty. I also checked the bottom radiator hose under the power steering pump and don't feel a spring.
I replaced the clutch fan last summer and I hear it when I accelerate and I've replaced the top radiator hose. Right now I'm planning on flushing it and replacing the bottom radiator hose and getting a spring in it.
I just moved to Baltimore from Delaware and its a ton of stop and go traffic so it's pretty bad on my jeep. If flushing it and replacing the bottom radiator hose aren't going to fix it I'd like to just replace all of it (water pump, thermostat, radiator, anything else?) with the head gasket.
So what do you guys think? Any suggestions on MD inspection? My DE tags run out end of July so I'm hoping I can get it through with a leak if I can't get it fixed. I can't work on it in my apartment complex's parking lot so I have wait until weekends to drive back home my parents have a garage.
