Power door locks

Power door locks
My 98 Cherokee power locks do not work. The fuse has been pulled from the fuse panel. When the fuse is put back in the motors in at least two of the four door run but do any locking or unlocking. I havaereplaced the drivers door switch but that does not seem to be the problem. Since I have lock motors running when the fuse is installed I am thinking I have a short in the wiring bringing a hot wire together with another causing the door lock motors to run.
Any suggestions on what could be the problem? Could the passenger door lock switch have anything to do with this?
Sorry for the long question but this is my first Jeep project t and I have learned a long time ago to ask the guys who have already been ther.

hi,as i understand it..the passenger side module in the door card controls the power locks,(im having similar issues with my doors not unlocking-not locking on 2 of my doors) over the next week or so im going to remove the wiring loom and solder in new wires,as i feel there are a few wires that could be damaged or nearly broken,yours of course maybe the same or indeed shorting out somewhere.but if i was you i would look under the black rubber boots at the door hinges and pull the back to expose the wires..and have a good look at all the wires you may find your problem in that location..good luck.
