Power locks don't work but power windows do?

I have yet to take my door panels off to check, but in a guide for replacing actuators someone in the forum just drilled the rivets out that held in the old actuators and bolted in new ones. I'll have to check if I remember tomorrow. Will let you know!

To use a universal you will need to find a way to mount it under the door panel and splice into your stock wiring so that it receives the signal to actuate the door locks.
The universals are a lot cheaper but I prefer to keep my wiring in tact. My used part was $22 including the price of admission. I like hitting the local wrecking yards from time to time. You never know what you are going to find. I also snagged a door check for my drivers door at the sme time.
