Power steering problem.

Power steering problem.
I have a 1998 Cherokee. The power steering pump was making noise so I replaced it with a rebuilt one and replaced both power steering lines. Bleed the system with the wheels in the air without the engine running turning the wheels back and forth 20 times. Checking the fluid level. Start the engine for a minute checking the fluid. Turned the engine off and turned the the wheel back and forth 10 more times. And now I have no power steering until about 1500 rpm. At idle there's no power steering. I went and got another power steering pump just in case the first one was defective and same problem. I even changed the steering box still the same problem. The only thing I haven't changed is the power steering pump pulley. I might try that next. I'm at a loss as to what is causing this. Any advice.
Just want to thank everyone for trying to help me out. The problem ended up being two faulty power steering pumps. Finally the 3rd one worked 🙄

I am not an expert on this but turning the wheel back and forth without the engine running makes no sense to me.
I have always filled the pump, started the engine, then cranked the wheel back and forth about 20 times to bleed the air. Then check the fluid level.
if the engine isnt running then the pump is not circulating fluid

Weird. It really sounds like you are very low on fluid. I agree with TT, though. If the pump isn't being turned, you aren't accomplishing anything.

Not to be too disagreeable, but PSC and others recommend the method used. However, did you turn the steering lock to lock when you did?
Also, did you make sure the belt was tight enough?

I will try bleeding the system with the engine running. And I have been turning the wheel all the way left and right. I checked the belt tension and it seems to be good. There's no squealing when I start it.

The serpentine belt should only deflect about a half inch when you press on it with a few pounds pressure
