What's the best way to address this? Power steering column is rubbing against return line/hose.

Have you replaced the hose recently? When tightening the fitting at the pump, the hose could rotate a bit. I would replace the hose. For now, you could try loosening the fitting and see if you can clock the hose over a bit.

Thanks, I will look into replacing. The pictured hose was put on a few years ago by previous owner. Would this be the return hose or the pressure hose that I should be looking for?

That should be the pressure hose seeing that the metal tubing is crimped on. The return hose only uses a clamp.

Also check to see if it's rubbing against the lower radiator hose. The radiator hose could be pushing it into the shaft.
