Problem installing steering gearbox

Problem installing steering gearbox
I tried installing a new (used) steering gearbox today
couldn't get the spline end on the gearbox to fit into the female end on the steering shaft....it will fit in just over half way.....but I need it to slide in another 1/4" or so , so the bolt holes will line up (gearbox to the frame)
I remember getting the first one off was a chore (a lot of tugging/yanking to get it off of the shaft)
anyone have this prob or an idea that will help? I cleaned out the splines and the shaft female end with wire brush n brakekleen.
maybe some grease??
