UPDATE: Well it was a fun experiment. but it failed pretty instantly. It didn't affect the performance of the brakes, it just appears that the pads have scrapped it all off.
I'll post pics when I get home later. Going to hobo freight to get a welder this weekend and just gonna put this issue to rest.
fwiw, just simply cleaning the rust all off that area appears to have allowed the pad to slide past that point without issues.

Hobo freight! LOL! This brings about a point. DO NOT waste your money on Harbor Freight Titanium coated drills! While the titanium is very strong, it disappears instantly and the base metal wouldn't last very long in WOOD! The price is reasonable, but the drills are JUNK. Go buy some beer instead. I needed a specific number size drill for tapping a small bolt hole so I bought a set. As soon as the point made a crater in the surface of the steel, it stopped penetrating and just spun. Pushed a little harder and it snapped! I burnt up several smaller drills getting it to depth, then finished the hole with the next size above what I needed, getting enough thread for what I needed.
I know somewhere in my garage I have a complete set of Morse number drills from my last days as a toolmaker, but I could not locate them in the time I needed to have them, so I went to HF and wasted my money.

Welding properly from the get go is the only thing that's going to truly fuse the base material with the filler material.
