Or yes you can voltage test both sides by using a common ground on the kick panel. Touch your + to both sides of the fuse test points and verify voltage on both sides not just one.

sorry that was my stupid little brother that was working on my jeep with me that I told to get on here and put what it was, I didn't see anything that you said as rude, in fact I found it to be rather funny haha anyway thanks for your input and please don't stop giving it because of my bro, because at first I actually did forget to turn the key on when testing it

Most volt meters have a continuity test setting. If you touch your leads on the fuse where the metal access slots are on the head of it and it's good the volt meter will sound off with a buzz or whinny sound. If no sound when touching the test points on the fuse it's bad.

how expensive is a meter like that? cuz all I have is the voltage tester that you have to ground then touch the tip to whatever you want to test

alright I may have to go get one of those!! my dad has a ton of electrical meters cuz hes a controls engineer so I may just use for now but I wasn't at home when working on it! and don't worry I took care of my little brother haha
