Radio, interior lights, headlights...general electrical problems

So I didn't realize the dimmer switch (also headlight switch) is a switch for the dome light. Anyway, with the switch pulled out one click and turned all the way to the left I checked for power at the light itself. It came out at 11-12 volts on both terminals (shouldn't the light cut on then?). I also checked to make sure the light is good and it is. I also checked the terminals with a test light and nothing. I'm not sure where to go from here. Any advice/opinions?

Well I could use some much needed assistance. The dome light is still giving me trouble. I took some pictures of a few connectors I've come across, I don't have a clue where they go as there is nothing in sight to hook up to, but here they are..
The single pin connector was run up there beside the wires for the cigarette lighter.
That two pin connector was close to the box up under the dash that holds relays.
This one is hard to see, but it has 4 pins. It's hooked on the driver side, that plastic is from the center near where the shifter is.
Any ideas guys? I'm at a loss here.

That makes sense about the harness. I grounded the test light and checked both terminals (switch on) for the dome light and it didn't light up. I used the same ground with a DVOM (with the switch on) and got 11-12 volts on either side. The wires that come from the dome light are orange and white. I also made a circuit with the light itself and it works.
