Default Random open nozzle sucking in air

Hey ,
I was wondering if anyone could please tell me what this nozzle is? I never noticed it until I took it to a garage for something unrelated and the mechanic showed me. It’s sucking in air but has no line attached . When the mechanic covered it , the idle revs went down . The mechanic wasn’t great as he had no idea what it was and simply put on a rubber tube with a screw on the end to cover it up . Surely it needs a tube attached from somewhere but I can’t work out where .

it’s a 2000

Year would might help but my first guess is that you have a '97 to '00 XJ with Federal Emissions.
If so just cap it off.

But is it Federal Emissions?
And thinking I better ask.
Is that the one out of the 3 on the side of the intake manifold that is closest to the front of the Jeep?
Cause I thought it was but looking at your picture again wanted to be sure.

on my 01 all 3 side ports connect to hard plastic lines that run to pass side vacuum components...the ones on top...one goes to brake booster...the other one to the ccv hose coming out of the back valve cover port. I tried to get a picture but my camera/computer scrambles every picture I take. At minimum till you figure it out...plug the port with some vacuum tube and a bolt
