Default Right side head lamp does not light(low or high beam)

When I pull head light switch on, all lights work except right side head light high or low beam. I checked fuses and all are ok. I replaced bulb with new one also. It is a 2001 Cherokee sport 4.0 ltr. When I pull headlamp swith on I get voltage at fuse block . Do the wires for the bulb go directly to the fuse block?.

Is there power at fuse in and out with key on ? Pretty sure seperate fuse for each light also.

I did not turn ignition on for head light test. I only pulled out headlight switch and tested high and low switch. Only left side worked but I see voltage at fuse block pos 3,4,5 and 16 on block interior on passenger side in cab. Pos 3 and 4 are for low and high beam left side. Pos 5 and 16 are for low and high beam right side. Where does wiring from right side bulb go to?
