Describe your symptoms the best you can if you expect any help from the comedians on this forum.
As for canooter valve, as said before, they changed the design in 98 so your Jeep doesn't have one.....

Not so fast - my '98 has a canooter valve. They simply moved it underneath the Jeep, tucked up near the fuel tank.
OP: to test it, simply unplug the hoses. Make sure the ignition is OFF. Put a Mityvac on port 3, and apply suction. It should hold at least 15" of vacuum. With the ignition in the ON position, it should free-flow between ports 2 and 3. If it fails these tests, you can try replacing the O-rings, but many are corroded internally, and require a new one from the dealer. Avoid the Chinese replacements - they are a fire hazard.
