i had a very similar problem and as it turned out it was my cps, nothing looked wrong with it, it was just bad, also would suggest new iac ans tps while you are at it, they are cheap parts and have a lot to do with out the jeep runs.
as far as the fuel filter i dont know about other models but on my 93 it aint in the tank its in the pass side "frame" rail right near the vent tube for the rear diff

88Chief,
Just wanted to say hi and letcha know that I have the exact same frustrating problem on my '95 XJ. If I come up with a silver bullet as a fix, I'll letcha know....I think O2 sensor is next on my list.
Regards,
A.R.

Wow, I just looked through this thread and not one person mentioned CPS. Thats insane.
If that does not fix it, stop trying until you can have a trusted mechanic look at it.

What one is the cps? Weve changed the iac and the tps already and which one is the ans? So far totally we have done: Cap, Rotor, Plugs, Wires, MAP sensor, TPS, IAC, and adjusted the TPS, Also we have checked the fuel pressure and its were its sapposed to be. Just to sum things up a bit.
