A 'friend' recently sabotaged my jeep, I dont know what he did but here are the symptoms.
Everything electrical works, lights (interior and exterior), radio, heat/ac, locks, windows etc.
When I turn the key to start it, nothing happens. No crank, no nothing. I've checked to make sure all the fuses are there but my technical knowledge is limited at best.
Any help would be greatly appreciated!! Thanks

Could be the Automatic Shutdown Relay under the hood in the fuse box. Make sure he didn't steal it from you or put it in the wrong slot. I believe if it was missing it wouldn't crank over. Also, make sure all the fuses are there (not blown) and pushed in their appropriate slots all the way.

All fuses and relays seem to be accounted for, and in good shape.
As for the fuel pump, I cant say I hear any 'whirring' or buzzing sounds when I turn the key to the run position... what side is it located on? Or is there a better way to tell other than using my ears that doesnt take a lot of tools lol?

Just food for thought, have you tried jiggling the steering wheel back and forth. It could be the steering lock, although usually you can't even turn the key if it's the steering lock, but it is a possibility.

First, I would not try the Tonya Harding approach. You will probably go to jail.
Now lets see if you can find the fault. Whatever is disabled it appears to be in the starting circuit. With a manual trans. you do not have an NSS. You have a clutch interlock switch. To start engine, you have to depress the clutch pedal. First check to see that you have an engine starter relay installed. If one is installed, hopefully it works. They are easy to check.
Next thing I would check is to see if you are getting power to the starter solenoid. The picture posted by mike37 is one that I like to use. The small contact is the solenoid contact. Have a friend depress the clutch and turn the key to start. You should read battery voltage at the solenoid contact when the key is held to start. You should also read battery voltage at the large terminal that has the red battery cable attached. Use a meter for this test and record readings if they are less than battery voltage. Use care doing this test. Remain clear of anything that may move.
If you do have voltage at the solenoid contact, then you need to look at the starter. If you do not have voltage at the solenoid contact then you need to look further into the starting circuit.
Do this test and see what you have.

My XJ is a manual and has no clutch safety. The engine turns over in neutral with no clutch as well as in gear with no clutch. Maybe it's just mine that doesn't work, though.

That is interesting. I was looking at the wiring diagram. I just looked at the diagram again and it show a clutch switch for manual and NSS for auto.

It could've been disabled on my Jeep, but come to think of it, my buddy's Wrangler doesn't have a clutch safety either. Ehh, I push the clutch in anyway just from habit.
