Starter will not engage 2001 xj
Initially the issue was that all of the power would turn on and the starter would engage as soon as the positive was connected to the battery.
I replaced the starter, the battery cables, the ignition switch and the starter relay. The problem continued unchanged.
I have now removed the aftermarket command start. Now I can connect the battery without issue. When I cycle the key through the ignition sequence all the power and lights turn on when they are supposed to. Now the starter will not crank. I have confirmed that there is power to the starter. I have also tried the shifter in different positions.
When removing the command start, I ensured that all factory wires remained connected. No wires where cut from what I can see. All additional there added where only spliced in.
Don’t know where to go from here. Any tips would be appreciated.
Thanks.

We will sort this out
Approach is going to be systematic and few simple tests will isolate the issue.
First test: (trans In Park)
1) remove the starter relay
2) turn your key to the on position
3) using a short section of wire, jump terminal ("socket") pin 30 and 78 ( this is where the relay pins would normally sit in). Let me know if you have problems finding which terminals I mean.
Outcomes: Nothing, cranks/no-starts or cranks and starts?

Did you get a chance to test yet?
Here a picture to identify the terminals of the starter relay that I mentioned earlier:
