Default Starting weirdness

Jeep 1996
xj 4.0 4x4

Hey guys don't usually post. I can usually figure out problems. But this one I'm baffled.
Problem:
Go out and Jeep starts fine. Like normal. But go anywhere and turn Jeep off, ( going to store or work etc. ) Then come back and Jeep just turns over. No fire. Unless I floor the gas pedal then turn Jeep over it'll fire up.

I have checked fuel rail and I'm getting good fuel flow from inspecting. Changed spark plugs, distb cap and wires including rotor. Just changed out ignition coil and still same problem. Also, the ignition module is brand new and the Jeep has been running fine until the past couple weeks, when this issue arose.
Any suggestions would be greatly appreciated!

A common cause of a no-start unless pedal is applied (do you have to floor it? or just apply some pedal?) is a failed IAC (idle air control) on the throttle body. It is responsible for allowing air into the combustion chamber when your foot is -not- on the pedal. This would be especially likely, if spark and proper fuel pressure were present.

Flooring the pedal also does something special on your XJ, it puts the computer into flood-clear mode where the computer disables the fuel injector pulses. So if your vehicle actually starts when the pedal is to the floor, this can also mean that it is shutting down with a very rich air/fuel ratio, and is flooded when you go to start it back up. In this case, the likely culprit is your O2 sensor. O2 sensor is not used right away when vehicle is cold (takes about 60 seconds to come into play), but is used almost immediately on a warm startup. So this might help to explain why your first start is successful, but subsequent starts are problematic or flooded.

Is your check engine light on?

Have you tested for spark yet?

Spark is good and no engine lights are on. You may have hit the nail on the head! I'll definitely inspect above listed issues . Thanks!

Will report my findings when I get to it in couple days
