steering problem

steering problem
lately ive been noticing a strange problem in my steering. when i am going slow around 5 mph and i go to take a sharp turn i will slack in the steering and it wont respond to everything my wheel is doing. than it will kick in and sometimes the tires will go skidding. i notice this mostly when pulling into parking spots. the steering is fine at all other speeds. what could possibly be the problem? i want to get it fixed soon because i almost got sent into a parked car because of this problem. also it is not every time i pull into a parking spot only some times. thanks.

I went under the jeep and found this. I don't know much about steering but it didn't look right to me I saw this large bend. It is the piece right in front of the differential behind the steering stabilizer. Is this my track bar. Does it need to be replaced. Here is a picture of the bend I'm talking about.
