Steering wheel cock-eyed. Clockspring??

I understand. So is it possible the PO loosened these bolts and didn't get them tight enough? Just loosen, straighten, torque? Or should I remove one at a time, straighten, threadlock, torque?

UPDATE:
Upon further review....here's what I think is the problem. This is/was the Rough Country track bar bracket. Looks like the welds have been broken for some time as there was rust under there. I'm thinking that the play in the track bar was allowing the axle to move enough it was making it so the steering wheel was way off. I guess I'll find out after I get it repaired and back on. The rib brace was all that was holding it together and it finally broke on me Friday. Called RC and they would've replaced it if I had the receipt or was the original purchaser. I have no complaints about their customer service or their parts. I think this was just a bad weld, maybe not burned in hot enough. Anyway, gonna get it repaired today. Gonna have an additional rib welded on as well.

Holy ****! If you complain enough I bet thy will replace it because the stupid thin broke like that!! Get a IRO double shear and sell the RC one if you get another... I wouldn't ride around on that thing

I emailed them the pics. I had a local guy weld it back together and add some reinforcement. He said it looked like they didn't use a hot enough weld and it made a nice bead but didn't penetrate at all. Works great now. Steering is back to being tight and the wheel is almost level.

Actually it broke completely making a turn about 1/4 mile from my house. Was a pretty weird feeling having the steering wheel turn WAY more than it should to make a turn. I'm lucky there wasn't more to break as a result. Could've been really bad.
