Default Surging problems

Have a 1997 5 speed jeep

About a year ago the mpg has went from 23 to 15 and it surges bad. 0 to 60 mph surges. In high gear under load like a hill surges. You can see black (rich) smoke out the back window when you hard accelerate. - no joke. It all so feels like it has much less power.
What I have done in the past year. Just so you know. PS the problem was the same before the motor rebuild.

Air filter
Coil
Plugs
Wires
Fuel pump (not pressure regular)
Cleaned injectors
Crank position sensor
Rebuild motor ( oil pressure )
Vacuum seafoam
Upstream 02 sensor
Checked fuel pressure. In spec
No codes other than o2 out of range.

Can anyone help? I drive this a lot and the mpg is killing me.

Check the O2 sensor fuse? Simple stuff first.

Not the 02 sensor fuse. Just checked it.

So in first start no problems. Light throttle no problems. But on hard throttle from 0 to 60 it bogs And when under load it bogs. Had code for o2 bit that's it. If it was me it try to recreate the bog/miss and record live feed. Then look at when it starts acting up and see if anything looks out of spec.
What does cap and rotor look like again? Moisture? Wouldn't a ground have similar problems like that?

Has had grounds removed and cleaned (when I rebuilt the motor). Cap and rotor look good.

Had you checked all sensors for in valve readings? A sticking tps will bog and give you a miss feeling. Iat also see the tps then so the map any one of those being off can cause problems, but also can throw a code.

It seems like the TPS checks out. The best I can do with a multi meter is what the book/internet says.

What happens if you unplug the upstream O2 and run it does anything change besides a MIL light for the O2. Evap purge solenoid circuit open or hose broken. The other is battery ambient temp sensor, the only thing is that something if feeding the battery more voltage and it getting hot or something. I don't think a evap solenoid/ broken hose would be causing issues like that.

I unplugged the up stream it ran better. Then I replaced it, I have not unplugged the new one yet and run it. I'll try it and get back to you.

Fixed!!! Killed the mouse that caused the problems.
