Suspension question...
Why is my Jeep rocking like this, side to side and it is really unsteady when going over uneven road surfaces!

Depends. Look underneath at your front suspension. You have a stabilizer bar (aka roll bar, sway bar, anti-roll bar, anti-sway bar) attached to stabilizer links.
Make sure the links are attached and the all the bushings are good.
Also check your shocks.

My usual advice on troubleshooting the front suspension is to crawl under the front with it on the ground, engine running. Have someone turn the steering wheel back and forth while you look and feel for any slop in the various moving parts. A big culprit is the track bar, #8 light green in the diagram Saudade so helpfully posted.

Engine: 4.3L with headers and full 3" exhaust system
If I am understanding you correctly, one front coil has a spacer and the other doesn't? If that is the case, you have unequal front spring rates in the front. That will most definitely contribute to that. It sounds like the one with a spring is losing its temper and allowing one corner to sag. The first thing to do is replace the coils. Make sure you have a sway bar hooked up with tight bushings also

There are many companies that market new coils. First get your true lift by measuring from the center of the hub to the flare and subtracting 17 inches, or if you don't have them to the crease in the fender and subtracting 22 inches. The best coils, not the cheapest are from Rubicon Express or Claytons.

Actually the camera picked spacers in both springs , meaning the previous owner had the same bottoming out that I have!
Went to the websites but it seems impossible to get "stock" height stronger springs; did asked but haven't received an answer yet!

Some obvious observations on your front steering / suspension-
1. Missing Bump Stops on Both Sides
2. Shocks look to installed wrong as the upper bushings do not look like they are compressed enough
3. Sway Bar bushings (sway bar to frame) are completely worn out
4. Boot on Track Bar looks torn (Track Bar to Frame end)
5. Springs have the spacer clip (springs likely have sagged and this is some attempt to make them longer or return to factory height either its a BS attempt to fix)
6. Shocks look like they are too long and incorrect for your application. Also Rancho Shocks could very well be worn out in 2-3 years a better bet for replacement would be a decent Monroe shock
7. All steering parts look original and could be at or are past their useful / functional lifespan
8. Not visible from your pictures the control arm bushings could be at the end of their lifespan and should be inspected or replaced.
Your 2 wheel drive XJ probably does not need HD front springs, standard replacement springs from Dorman or Moog would be more than capable.
