Did you test drive it?
At first, I had no idea what this thread was about, other than testing connections. After searching for a previous thread of yours, I found this one:

IMO, if it's related to the same issue, keep it in one thread so the rest of us can follow the history, progress, and hopefully success.
Not a biggie, but if I hadn't searched, I would have said "you're done".

Yes, I test drove it, of course. No one has suggested the TCU, so I will swap it out with my 88 TCU. I didn't mean to duplicate my posts, I just need to solve this.

OK, I swapped the TCU with my 88 and no difference, so I decided to stick with the TCU that came with it. With all the solenoids and ground testing good, is there anything else that could be my problem? I know ...wiring. But so far nothing seems out of place or damaged, I even checked underneath, but all looks good.

You may have some issue with the speed control sensor or NSS, as the TCU will not change gears without accurate info from these sensors. FSM outlines
You may wish to make a backprobe with a pin and wires, and run that from grey connector to the cabin to see if any solenoids are getting 12V signal
You can stimulate the solenoids with 12V the same way by splitting the connector, as you can hear the relevant solenoid click if your ear is close enough to the pan, lie underneath
These procedures should isolate the suspect areas

Thanks AWG, that may be important. My jeep starts in gear, so I need to analyze the NSS. Can you point me in that direction? I have the 90 FSM from Cruiser's website. I'm REALLY hard of hearing, and I probably couldn't hear the solenoids, But I'm pretty sure they're OK.

What gear does it start in? D or R?
On the NSS there's a bolt that clamps it down in an oval hole, if it starts in D, turn it slightly clockwise, if in R, anti clockwise. If you can, turn the ignition on, parking brake on, put it in R and get someone to watch your reverse lights as you adjust it. You want to aim for setting the NSS in the centre of where the reverse lights light up.

There's a line on the NSS to indicate neutral. So set your parking brake and or chock the wheels, put the shifter into neutral. Then verify the alignment. You can loosen the adjuster bolt to rotate the NSS as needed. Verify position by only being able to crank in P or N, and your reverse lights in R like Boxburn says. Tighten the adjusting bolt to 108 in/lbs (12 N-m)
