Now we know why it was capped. Maybe we could persuade someone on the forum who has a virgin TB to remove the cap and count the number of turns to close. If I had one of Mr Nick's R.E.Ms could that be used? ( I do not have one but it is
on my wish list).

@cruiser54 How do you remove the plug covering the idle air bleed screw / set screw plug? I've got a REM unit and I've reset the the throttle body blade set screw and using the .003 feeler gauge and have cleaned the throttle body and IAC valve. (It had been tampered with because of a vacuum leak when it shouldn't have)... Since then I've put a new IAC in as well as adjusted the TPS correctly per cruisers tips. Based on the calculations TPS is sitting at .83.. and tps reading is 17%.. Manifold bolts are tight, and no noticeable vacuum leaks... 02 sensor is new and swings normal. I've done the ground refreshing as well.
My idle conditions below:
-550-600 in DRIVE without A/C on.
-650 - 700 in DRIVE with A/C on...
-650 in PARK without A/C on
- 700-750 in PARK with A/C on
At start up, the idle is perfect in Open loop, the second it goes in to Closed loop, the idle starts to lower. If I hit the pedal and let off it stumbles and picks back up. Idle tries to "hunt" at times especially after it initially goes into closed loop. After Jeep is fully warm it tends to settle in better. Still low though.
At a stop, in drive, my headlights will dim and volts drop to 12.5-13. In park, volts are 13.5
All of these readings are directly from the REM unit.
I feel like I could back this idle air bleed screw on the side of the TB out to raise the RPM's just slightly but don't know how to get the cap off.. Any tool you recommend? I'm at a loss from here with this low idle.

Tap the plug with a pick off center.

Right along the edge of the cap. It will pivot and come out. Or drill a small hole in the cap and run a screw into the hole. Then pop it out.
