even with the leveling kit and aftermarket front and rear bumber to add space?

I had the 30.5x9.5R15's on my TJ (as OEM) and they were freaking expensive to replace. They were also hard to find.

The 235/75R15's that came on my 95 XJ via the PO seem a good size. If the Jeep lasts long enough to warrant replacing them in the future I'll stick with the same size. However I'm not adding any lift.

2 inch lift you mean, and no not even with those. I mean you could add longer bumpstops, because you'll be rubbing your fenders when flexing. 31s are pretty stuffedbin there with a 2 inch lift. If you stay with stock rums you will rub your lower control arms when fully turned.

5-Speed

2" lift and 31s. 30s wouldnt be noticeably better. Could barely turn the steering wheel. Yes they rub badly. Be prepared for some trimming.

You have much less of a selection of 30 inch tires vs 235's, plus Pat is correct, they will be more money and harder to find.

For 0-2" of lift, the choices are 235/75r15 or 30x9.5/r15. I run 30x9.5/r15 on my 1.5" lift, and they fit and look great. Hankook, BFG, and General, all offer 30" tires on 15 rims. As do quite a few others. My tire shop didn't have them on the shelf, but they were able to get them in 1 day.

I'm starting to think that perhaps 97+ XJs have a little less room to play with, because when I see 31"s on them with 2" lift (like shown in this post) they look a little stuffed. However, I had my shop test fit a 31" tire on my front axle with only 1.5" lift, and they had quite a bit of room. They did rub the control arm at full lock, but there was quite a bit of room in the fender well to fit them. I'm thinking that the 96 and lower sport models, don't eat up as much fender well space with plastic molded flares. Ultimately, I went with 30" tires because I prefer the 9.5" width (80 miles a day daily driver). But I couldn't see any reason why the 31s would not fit.

I'm not saying that to be a know-it-all, I'm actually mentioning it to see if anyone with more experience can confirm it. Or am I dreaming?

They are stuffed in there. Kinda ruins the look imo. Did you have them "flex" the jeep? I tried and they hit the flares pretty quick. If you do any offroading, you'll eat your fenders, or if yo bumostop longer to you'll bottom out quite often. That's whyvu stayed at 235s

I think I probably should have had them test fit the rear instead. I think that is where the real limitation would be. But I'll stick with 30s, I've been really happy with them over a variety of uses.

Describe 2" "leveling kit". If your springs are trashed this ain't gonna fix it.

1/4" actually makes any difference? (she sure wouldn't think so, lol)
