My xj does not have the tow package but I installed the rough country bumoer and plan to put a transmission cooler. How do I setup the wires. I had these items picked out. could I splice into my wiring harness in the engine bay with the t splices and connect the ground and the 12v to the battery then run the plug to the back and plug it into the 4 pin and 7 pin wiring harness. Is that sound or am I missing some pieces here any help is much appreciated

According to the 95 FSM:

"The factory installed trailer tow system in this vehicle uses three relays and a circuit breaker along with the trailer tow wiring connector located below the rear bumper."

So you need 3 relays otherwise you may overload the circuit due to the extra load.

Section 8W is the electrical section. Page 8W-54-1 is the trailer tow. It will have the schematic.

OR, you can just buy a kit that uses a control module to transfer power from the Jeep to the trailer.

what are you gonna tow that requires a 7 pin harness?
Does the towed unit require trailer brakes?
